Role and Responsibilities of the Security Guard
The purpose and primary role of a security guard (observe and report), deterrence, post orders, proprietary vs. contract guards, report writing, professional conduct, and the limits of a guard's authority.
Legal Powers and Limitations
Citizen's arrest authority (CPL §140.30 — felony 'in fact' / offense in presence), use of force (Penal Law §35.30(4), §35.15 duty to retreat), shopkeeper's defense (GBL §218), detention vs. arrest, no search/Miranda powers, and civil liability.
Emergency Situations
The guard's role in fires, medical emergencies, bomb threats, suspicious packages, evacuations, gas/chemical leaks, severe weather, active threats (Run-Hide-Fight), and utility failures — notify, assist responders, and put life safety first.
Communications and Public Relations
Professional communication, active listening, radio and telephone procedure, non-verbal communication, verbal de-escalation, courteous public relations, handling complaints and the media, and representing the client.
Access Control
Controlling entry and exit: checking credentials, visitor logs, key and badge control, preventing tailgating, bag and vehicle checks by consent, escorting visitors, and denying entry to unauthorized persons per the post orders.
Ethics and Professional Conduct
Honesty and integrity, refusing bribes and gratuities, conflicts of interest, confidentiality, impartial treatment, not abusing authority, truthful reporting, reporting misconduct, and professional conduct on and off duty.
Terrorism Awareness and Incident Response
Recognizing and reporting suspicious activity (behavior, not race/ethnicity), the guard's observe-and-report role in a terrorism/WMD context, awareness-level hazard response (isolate/deny/report), and supporting the Incident Command System.
