Legal Powers and Limitations
Citizen's arrest authority (CPL §140.30 — felony 'in fact' / offense in presence), use of force (Penal Law §35.30(4), §35.15 duty to retreat), shopkeeper's defense (GBL §218), detention vs. arrest, no search/Miranda powers, and civil liability.
Emergency Situations
The guard's role in fires, medical emergencies, bomb threats, suspicious packages, evacuations, gas/chemical leaks, severe weather, active threats (Run-Hide-Fight), and utility failures — notify, assist responders, and put life safety first.
Communications and Public Relations
